Bacup 2040 Vision and Masterplan

The Bacup 2040 Vision and Masterplan was developed through the largest community and business consultation the Council has undertaken. Following the Bacup Townscape Heritage Initiative (THI), which concluded in June 2019, it was clear that continued efforts were needed to build on the project’s success. The Masterplan highlights challenges Bacup still faces and offers achievable solutions to ensure the town centre remains sustainable, resilient, and thriving for residents, businesses, and visitors alike.

Recent Investments in Bacup

  • £1.5m – Townscape Heritage Initiative (THI) from National Lottery Heritage Fund – to enhance St James St and the town centre, maintaining the character of the town through sympathetic improvements to shop fronts.
  • £1.1m – High Street Heritage Action Zone from Heritage England – furthering THI’s work by awarding grants to 13 buildings to improve shop fronts, along with enhancements to Hempsteads Memorial Garden.
  • c.£8m – From the Government’s Department of Levelling Up – allocated to create a new market hall and improve Union Street.
